[MOD][OMS] Navbar Height Changer for Android Nougat [7.0]

Hi Guys

i made Substratum/OMS tweak to change Navbar Height, please use it with Stock ROMs only, it may cause problems with other ROMs

please dont use "0", if you dont have another navigation method
